“The whole world is watching!”
That was the chant demonstrators took up in the streets of Chicago during the Democratic convention of 1968, as the TV cameras beamed images of police cracking heads. Here as throughout the sixties and seventies, politics was transformed by being played out under the media spotlight.
Todd Gitlin’s book is the first thoroughgoing inside look at the new shape of opposition in a society saturated by mass media. It is also a gripping and original approach to the story of the New Left, written with grace and point by one of the people best situated to tell it. Gitlin first scrutinizes major news coverage—in the New York Times and on CBS News—in the early days of the antiwar movement. He draws on his own experience (he was president of Students for a Democratic Society in 1963–64) and on interviews with key activists and news reporters. His analysis details the sequence in which the media first ignore new political developments, then select and emphasize aspects of the story which render movements largely unrecognizable. The media disparage movements not because they conspire to do so, but because editors and reporters take for granted that political demonstrations are disturbances of a legitimate social order; they rely on official definitions of reality and treat political opposition as if it were oddity or crime. At the same time, they assimilate radical opposition by absorbing fragments of it into the dominant ideology.
Gitlin then inquires into the impact of such coverage on the New Left itself: how the media glare converted leaders into celebrities, estranging them from their movement base; how it inflated revolutionary rhetoric and militancy in the late sixties, destabilizing the movement; how it then elevated a “moderate” alternative to “extremism”—all the while spreading the antiwar message.
Finally, Gitlin draws these analyses together into a theory of news coverage as a form of social management. He shows how the media jockey for new positions during political crises, and how their maneuvers precipitate high-level political intervention into the news. He also enlarges on media treatment of anti-nuclear and other movements in the seventies.
The Whole World Is Watching is a subtle and sensitive account, neither apologia nor denigration, true to the passions and ironic reversals of its subject. Gitlin’s treatment of media and ideology will engage and provoke all students of popular culture, social movements, journalism, and recent American politics.
