Dr. Percy Werners was een psychiater van Antilliaans-Surinaamse afkomst, actief in Nederland. Hij was gespecialiseerd in geestelijke gezondheidszorg en zette zich in voor de oprichting van instellingen voor mensen met verslavingsproblematiek en verstandelijke beperkingen.
Hij speelde een belangrijke rol als mentor en voorbeeldfiguur voor latere generaties psychiaters, onder wie Glenn Helberg, die hem noemt als een cruciale invloed op zijn visie op transculturele psychiatrie.
