This may make it difficult or impossible for a neighboring local government to exercise its functions on its own responsibility. Manuel Joseph examines the interlocal neighbor law. He illustrates the functioning of Article 28 (2) of the German Basic Law in different contexts and outlines a hitherto rather unknown dimension of Article 28 (2) of the Basic Law, which requires both the federal and state government to actively protect the local governments.
